 The Factions of the Temporal Cold War
First here are the three timelines:
Timeline 1 Prime: TOS to "First Contact"/"Insurrection"/"Nemesis".
Timeline
2 Enterprise Prime: "First Contact", "Enterprise", TOS with modified
history and nacelle technology, to "Nemesis", Spock's Reflections (comic
series), Countdown (comic series), Star Trek Online.
Timeline 3 Enterprise Abrams and Orci: "First Contact", Enterprise, Nero (comic series), "Star Trek 11", "Star Trek 12".
The
third timeline is a variation of the second where the nacelle
technology is decided to be advanced in the direction that will lead to
those seen in Trek 11 instead of the well loved TOS nacelle (more
details later). Which places the events of all Trek 11 3 comic book
series, (Countdown, Spock's Reflections, and Nero if comics are suddenly
canon) in timelline 2, (Enterprise prime). Also the use of LCARS on the
Abrams Kelvin Abramsprise is further evidence of a divergent timeline
prior to Nero's arrival. The TOS 1701 did not have LCARS it had
physical buttons and knobs.
The temporal cold war faction of the Sphere Builders saved the Xindi from extinction, (in the prime timeline the Xindi died out rapidly after their homeworld was destroyed) and turned the Xindi's focus against Earth, and changed the first contact between Earth and the Klingons to a more favourable one, due to the Suliban acting under Future Guy's orders causing Klingon factions to attack each other.
Future guy offered ordinary Suliban the genetic enhancements to get them to do his bidding which some except and become the Cabal. In the prime timeline the Suliban are all only as physically evolved as humans, (Dr. Phlox says this in "Detained").
The Warp 5 programme was started by a member of Daniels' temporal cold war action from the prime timeline, (I call them Section 31 Temporal Harmony Division) as he knew his time line was gone, (or he could not get back) his contingency orders were to help humanity and try and steer this timeline towards the having a Federation or similar organisation, achieve Warp 5 speeds quicker then they do in the prime timeline, because the Future Guy's faction, (the Brotherhood, 29th century Romulans) have been giving adavanced tech to the Romulans of the 22nd century, (hence the cloaking green modern looking warbird, cloaking devices, and the advanced remote controlled drone) to try and get them to win the Earth Romulan War and stop the birth of the Federation. Also his team maybe responsible for the particle phaser and phaser technology used by Earth in Enterprise. He does not help Earth destroy the Romulans due to their alliance against the Dominion.
This is focused on the factions and the Temporal Accords. I have also taken artistic licence in the member's of each faction, but my aim is to create a canon Temporal Cold War Guide for fan use.

Section 31 ‘Temporal 'Harmony' Divisiona. Known Members
1. Daniels Moore (Product of many generations of interspecies breeding).
2. Chloe Mathews (Product of many generations of interspecies breeding).
3. Shinzon (Picard Clone from an alternate timeline).
4. K’leena (Klingon Female).
5. Behr (Vulcan Male).
6. Ian or ‘Info’ (Positronic android, copied from Data).
b. Technology
1. Chroniton flux suit, or ‘Temporal life jacket’. (The black, ‘uniform’ we saw Daniels wearing).
2. 31st century hand phaser.

c. Aims and Purpose
Unknown at the current time, but appear to be working for the good of the Federation.
d. Origin of Shinzon
In an alternate timeline initiated by the Romulan Brotherhood faction, the Romulan government decided to continue the plot to replace Jean-Luc Picard with the genetic clone, Shinzon and was able to do so successfully. Unfortunately the clone began to sympathise and believe in the Federations ideals. The normal section of the timeline became aware of the switch after what looked like a failed attempt on the life of Captain Picard by the Tal Shair during an archaeological, ‘expedition’ on the USS Intrepid. They rescued the captain and decided to use him in the Temporal Cold War, so they sent launched him in a temporal pod into the past (23rd century), (as seen in "Future Tense") where it was picked up by the Section 31 of the time. At first he wasn’t trusted but after a while and a couple of missions he gained the trust he needed to be accepted into the Department as a fully fledged operative.

ARCHER: What is that? That doesn't look like Starfleet issue.
DANIELS: That's because I'm not a member of Starfleet. Not that I wouldn't be honoured to be one, sir, especially after spending time
ARCHER: Who are you? How do you know what happened on the Helix?
DANIELS: Did Silik tell you who he was working for?
ARCHER: I'm the one asking questions, crewman.
DANIELS: Did he mention the Temporal Cold War?
ARCHER: What do you know about that?
DANIELS: A great deal more than you do, sir.
ARCHER: If you're not a member of Starfleet, then who are you?
DANIELS: I work for a different kind of organization. We make sure that people like Silik don't interfere with historical events.
ARCHER: I've never heard of a group like that.
DANIELS: That's because it doesn't exist yet.
ARCHER: So you're telling me you're some kind of a time traveller?

VOSK: You've only heard one side of the story, Captain. The temporal agents who sent you here are a tyrannical sect imposing their will on countless cultures throughout history.
ARCHER: They enforce the Temporal Accords, preserve the time line.
VOSK: They manipulate the time line to serve their own needs. If you've ever dealt with them, then you know they do much more than watch history unfold. They interfere with events. They have an agenda.
1. Imposing their will on countless cultures across history for a secret agenda? Not part of Starfleet, but fights for the Federation in the Temporal Cold War? That sounds like Section 31 to me.
2. Daniels’s grief over the loss of the Federation memorial statue, and compare it to the many speeches about protecting the Federation made by Sloan in DS9.
3. Archer asks Daniel if he is human, and Daniels replies, 'mostly'. This means that the pilot of the temporal pod in ENT : "Future Tense" was one of the Section31 faction operative like Daniels. The corpse is made up of DNA from generations of interbreeding by named Federation members.
Romulan Brotherhooda. Known Members
1. Leader: Future Guy, Name unknown (Romulan).
2. 29th century Romulans.
2. Suliban Cabal lead by Silik.
3. Romulans from other time zones.
b. Technology
1. Suliban Cabal Helix and ships.
2. Advanced cloaking technology.
3. Genetic enhancement technology.
c. Aims and Purpose
The Romulan Brotherhood is officially a rogue organization from the 29th century but the Romulan Star Empire does not hunt, stop them. They actually supply them with the most advanced technology, and food supplies. The reason why they do not stop the Brotherhoods is simple, the aim of the, ‘rogue’ organization is manipulate the timeline so that the Romulan are in a very strong position after the Dominion War, and as a secondary aim, stop the failed Reman Rebellion from even starting but still give the Romulan Star Navy the schematics of the Scimitar. Their main temporal theatre is the 22nd century, but hey have operations in other time zones.
First they try to start a Klingon civil war, which the Romulans of the time would then capitalise on by entering on the side of the most Romulan friendly faction, (using the civil war as an excuse to destroy as many Klingon bases and ships as possible, building up the number of ships they have in Klingon space, (as many ships as possible are kept cloaked to stop the Klingons from knowing exact numbers) then attack the friendly faction and conquer Klingon territory, and reverse engineering all the Klingon technology. (So when the Breen enter the war, the Romulans are already adapted in the way the Klingon ships were in DS9 and of course have more resources and shipyards).
Then they try to stop Daniels from taking Archer in ENT: "Shockwave", and tell Archer who sent the probe in ENT: "The Xindi" so the Federation will exist, and thus will be the needed help, fighting the Dominion.
They are supposedly behind the historic Romulan/Klingon trade of technology in the 23rd century.
(The Brotherhood is only seen in two Star Trek shows. It is physically seen in Enterprise, but one of their failed attempts at creating a base on a planet during the 2370’s is seen in DS9 episode "The Sound Of Her Voice". The temporal projection matrix can be seen surrounding the planet, right down to the sound is the same as that seen on the Helix orders room in Enterprise).
d. Conjectural Origin of Future Guy
Son of a commander who fought in the Dominion War, or talented ex-Tal Shiar officer.
e. Proof that RomuIans are the Faction
1. Romulans have been known to get involved with Klingon civil wars (see TNG).
2. The cloaking technology of the Cabal. Who else could have given them such technology during the time of Enterprise? The Romulans at the time never traded technology and always self destructed the vessels to prevent the technology from falling into enemy hands.
The colours of the Suliban cloak in, 'In a Mirror Darkly' suggests it is Romulan tech (green, grey, and black). The Cabal pod vessels also have a much smaller cloaking device (a refinement of the cloaking device ff the Scimitar). There was no mention of tachyon emissions from the cloaking devices, they used interplexing beacons instead (it was too advanced even for T’Pol).
Sphere Buildersa. Known Members
1. Sphere Builder Presage
The Sphere Builder presage would assist the Reptilians in their attempt to deploy the superweapon in order to destroy Earth. Captain Archer, with the assistance of the other Xindi species, was closing in on the Reptilian vessel and the superweapon in an attempt to destroy it. The Presage, along with the other Sphere Builders, created spatial anomalies to allow the Reptilians to escape. (ENT: "The Council", "Countdown", "Zero Hour").
The Sphere Builder presage was played by Mary Mara.
2. Sphere Builder Primary
The Sphere Builder primary coordinated the effort to assist the Reptilians in deploying the superweapon against Earth so her species could reconfigure space so they could take over the galaxy. The Builders possessed technology which allowed them to examine alternate timelines and therefore see possible futures. She knew that her species would be stopped by the Humans. That is why she and her kind informed the Xindi that they would be the victims of a genocidal attack from Humans in the 26th century and should attack Earth with a prototype superweapon. However, the crew of Enterprise succeeded in stopping their plan by disabling the main sphere and destroying the superweapon. The Sphere Builder Primary, along with others of her species who were still on Enterprise when the sphere and anomaly collapsed, appeared to die, screaming as they disintegrated back into their own realm (ENT: "The Council", "Countdown", "Zero Hour").
The Sphere Builder Primary was played by Ruth Williamson.
3. Sphere Builder Saboteur
This Sphere Builder was one of the nine who transported aboard Enterprise in 2154 to damage the ships systems and to prevent the Enterprise crew in destroying the Sphere 41. When Enterprise under T'Pol's command was able to destroy the sphere, she de-materialized (ENT: "Zero Hour")
This Sphere Builder was portrayed by stunt actress Alina Andrei, who received no credit for her appearance. In a deleted scene from this episode she was electrocuted when she tried to disable the ships systems.
4. A Sphere Builder
This Sphere Builder was one of the nine who transported aboard Enterprise in 2154 to damage the ships systems and to prevent the Enterprise crew in destroying the Sphere 41. When Enterprise under T'Pol's command was able to destroy the sphere, she de-materialized (ENT: "Zero Hour") .

5. Sphere Builder Test Subject
A test subject found by Enterprise.The test subject alien was a being from another dimension. The Sphere Builders sent him as an experiment to determine what effects the Alpha Quadrant would have on him. Enterprise NX-01 retrieved his transport pod from inside a spatial anomaly. Inside an alien was dying. After being beamed to sickbay, the alien claimed that he was a prisoner who was forced to volunteer for the experiment. Captain Jonathan Archer refused to let him return to his ship, and when Phlox was distracted in sickbay, the alien attacked him and escaped by moving through the ship. After he was recaptured by Lieutenant Malcolm Reed and Major Hayes, the alien informed Archer that when the Xindi destroyed Earth, his people would take over our universe (ENT: "Harbinger").
The Test Subject was played by Trek regular Thomas Kopache.
6. Sphere Builder Woman
A Sphere Builder "woman" in 2154.
This Sphere Builder woman appeared on Degra's ship to urge the Reptilians to press their attack on Earth and release the superweapon. The Builders promised the Reptilians that they would rule as the dominant species of a new Xindi empire if they hijacked the superweapon and attacked Earth (ENT: "Damage", "The Council", "Countdown", "Zero Hour").
The Sphere Builder woman was played by Josette Di Carlo.
b. Technology
1. Spheres with cloaking fields.
2. Alternate timelines scanning technology.
c. Aims and Purpose
The Sphere Builders are from both or either another dimension or a trans dimensional realm. Their aim was to reconfigure the milky way galaxy with the Spheres to, ‘accommodate’ them as the normal space is toxic to them to the point of crumbling into dust, and vanishing (see the male test subject after being removed from the test pod). The reason for their desire to conquer the Milky Way Galaxy is not known, most likely it is military expansion .
d. Origin as a Temporal Faction
When the Sphere Builders began operating as a member of the temporal Cold War is not known. Captain Archer’s meeting with the Romulan Brotherhood faction leader in the 22nd century after the first Xindi attack on Earth indicates that they have been involved, and caused many other battles with in the cold war. The only detailed event including the Sphere Builders is the Xindi-Earth conflict in the mid 22nd century.
They are also known to the Xindi as the Guardians, because they saved the five surviving Xindi species from extinction following the Xindi Civil War in the 21st century. They led the Xindi refugees to habitable planets and pointed out valuable resources for harvest. This formed a trust with the Xindi that allowed the Builders to manipulate the Xindi to do their bidding (ENT: "The Council") The Sphere Builders were also worshipped by the Triannons, who called them the Makers. Much of Triannon mythology concerning the Makers turned out to be historically accurate (ENT: "Chosen Realm") .
In an alternate timeline, by the 26th century, the Sphere Builders were close to reconfiguring the galaxy for their purpose when they created a habitable sphere about 50,000 light years in all directions. They were only stopped at the Battle of Procyon V, when the United Federation of Planets engaged the Sphere Builders. The Federation won the battle and drove the Builders back to their trans-dimensional realm.
The Builders possessed technology which allowed them to examine alternate timelines and therefore see possible futures, and so they realized that this would come to pass. In the 22nd century, they informed the Xindi that they would be the victims of a genocidal attack from Humans in the 26th century, and should act preemptively to eliminate the threat (ENT: "Azati Prime"). Therefore, with Earth destroyed in this century, the Builders can resume their work in the 26th century with no Federation in it. The Xindi Council went along with the advice and attacked Earth with a prototype superweapon in March of 2153 (ENT: "The Expanse").
In December of 2153, the Builders sent a test subject inside an intense anomaly, apparently attempting to determine whether the spheres were successfully modifying the Expanse to suit their needs. This individual was discovered by the crew of Enterprise. After he was removed from the anomaly, he began to disintegrate because of his body's inherent incompatibility with our universe. He learned the Enterprise was an Earth ship after hearing Dr. Phlox mention it. However, before he died, his presence and actions (trying to destroy Enterprise by sabotaging its warp core) provided vital clues to help unravel the mystery of the spheres and of the Expanse (ENT: "Harbinger").
When the Council refused the construction of a biological weapon to use on Earth, the Builders sent three Reptilians to Earth, 2004, Detroit, to develop it. However, they were stopped by Captain Archer and T'Pol (ENT: "Carpenter Street"). Sphere Builders in their native realm.
However, with Captain Archer's valuable evidence from the future, provided by Daniels, the Sphere Builders began to lose their credibility with a few of the Xindi species. This forced the Builders to confide in the Reptilians and the Insectoids, using their hunger for power to their advantage. Attempting to ensure their victory, the Builders promised the Reptilians that they would rule as the dominant species of a new Xindi empire, if they hijacked the superweapon and attacked Earth (ENT: "Countdown"). However, the crew of Enterprise attempted to disable Sphere 41, which would destroy the entire sphere network. The Builders tried to stop the Enterprise by blowing their power cores but their attempts were futile. Sphere 41 compressed, the Builders began to disintegrate, ending their part in the Temporal Cold War (ENT: "Zero Hour") of Triannon mythology concerning the Makers turned out to be historically accurate.
e. Notes on Organizational Structure
Appears to be a matriarchy.
